A99 blocks the (non-existent) traffic!

I find this photo puzzling. Why has the bus stopped in the middle of the road with a load of passengers?. Where is the driver? Why the abandoned moped?

Don't suppose anyone can tell us now! The photo is dated 25th July 1969
